Mitteilung der Verwaltung zum Prüfauftrag des Rates zur "Unterstützung einer 
Gemeinde im Erdbebengebiet Türkei/Syrien" (1470/2023) 
Auf Anregung des Integrationsrats aus seiner Sitzung vom 18.04.2023 „Prüfung zur Unterstüt-
zung einer Gemeinde im Erdbebengebiet Türkei/Syrien“ (1470/2023), hat der Rat der Stadt 
Köln in seiner Sitzung am 16.05.2023 die Verwaltung mit der Prüfung dieses Anliegens beauf-
tragt. 
 
Die Verwaltung informiert zu den einzelnen Punkten des Antrags „Prüfung zur Unter-
stützung einer Gemeinde im Erdbebengebiet Türkei/Syrien“ (1470/2023) wie folgt Stel-
lung: 
 
1. Der Rat der Stadt Köln beauftragt die Verwaltung, zu prüfen, ob und unter welchen Vo-
raussetzungen über die Partnerstadt Istanbul einem Ort im Erdbebengebiet Türkei/Sy-
rien eine Unterstützungsleistung seitens der Stadt Köln zukommen kann. 
 
Ende Mai 2023 hat die Verwaltung den Kontakt zur Istanbuler Großstadtverwaltung, Istanbul 
Metropolitan Municipality (IMM), aufgenommen und im Sinne des Antrags nach Voraussetzun-
gen für Unterstützungen im Erdbebengebiet Türkei/Syrien gefragt. Die IMM hat der Stadt Köln 
mitgeteilt, dass sie von der Turkish Disaster and Emergency Management Authority (AFAD) 
ernannt wurde, in der Provinz Hatay Katastrophenhilfe zu leisten und eine Auflistung der vie-
len Projekte zur Verfügung gestellt, in denen sie im Erdbebengebiet aktiv ist (siehe Anlage I). 
Bei den aufgeführten Aktivitäten der IMM handelt es sich um humanitäre Hilfe/Katastrophen-
hilfe in den Bereichen Infrastruktur, medizinische Versorgung und Versorgung mit Lebensmit-
teln, die in den ersten Wochen der Erdbebenkatastrophe schnell und umfangreich zur Verfü-
gung gestellt wurde. Hierzu zählt unter anderem die Bereitstellung von Baumaschinen und 
Fahrzeugen der IMM in der Region Hatay, die Lieferung von Zelten, Wohncontainern, mobilen 
Toiletten und Waschanlagen, Nahrungsmitteln und weitere Hilfsleistungen. Die Großstadtver-
waltung kooperiert hier mit NGOs und wirbt Spendengelder ein.  
 
Vor diesem Hintergrund wäre es grundsätzlich möglich, über die Partnerstadt Istanbul Pro-
jekte im Erdbebengebiet in der Region Hatay zu unterstützen.  
 
Hilfen über die Partnerstadt Istanbul sind an die Bedingungen und Möglichkeiten geknüpft, die 
die türkische Regierung vorgibt: die ausschließliche Unterstützung der Region Hatay. Eine 
Hilfe in Gebieten, die bisher weniger Hilfe erhalten haben, zum Beispiel in Syrien, wäre daher 
über die Städtepartnerschaft Istanbul nicht zu realisieren.

a. Die Unterstützungsleistung sollte sich - wenn möglich - primär im Rahmen einer huma-
nitären Hilfe/ Katastrophenhilfe oder einer entwicklungspolitischen Zusammenarbeit 
bewegen und dem entsprechenden Ort möglichst kurzfristig zur Verfügung gestellt 
werden. 
 
Da die Hilfe kurzfristig erfolgen sollte und dennoch den hohen Qualitätsanforderungen ent-
wicklungspolitischer und humanitärer Unterstützung genügen muss („Do-No-Harm-Prinzip“ in 
der Entwicklungspolitik, Hilfe streng nach Bedarf, unabhängig von Volkszugehörigkeiten oder 
anderen Merkmalen, Integration besonders vulnerabler Gruppen etc.), ist es ratsam die Um-
setzung an die großen Hilfsorganisationen zu delegieren, welche mit viel Erfahrung und direk-
ten Kontakten im Erdbebengebiet aktiv sind. So konzentriert sich die Arbeit dieser Partner oft-
mals auf die Zusammenarbeit mit lokalen Partnerorganisationen, um insbesondere in den Ge-
genden in Syrien und der Türkei zu helfen, in denen die staatliche Hilfe nur schleppend oder 
gar nicht angelaufen ist.  
 
Im Februar 2023 haben Frau Oberbürgermeisterin Reker und Gesamtpersonalratsvorsitzen-
der Herr Dicken einer Restcent-Spende von 10.000 EUR zugestimmt. Die Summe ist dem 
Hilfswerk „Malteser International“ mit Sitz in Köln zur Verfügung gestellt worden, die mit loka-
len Organisationen in Syrien und der Türkei zusammenarbeiten.  
 
Zu erwähnen ist, dass zahlreiche ehrenamtliche Initiativen in Köln in den vom Erdbeben be-
troffenen Regionen schnelle Hilfe geleistet und zu Spenden aufgerufen haben. Die Verbin-
dung des Vereins zur Förderung der Städtepartnerschaft Köln-Istanbul e. V. mit dem Rotary 
Club Istanbul als Projektpartner, konnte ein Hilfsprojekt (Anschaffung von Wohncontainern in 
Hatay) in der Erdbebenregion unterstützen für das der Städtepartnerschaftsverein Spenden 
gesammelt hat. 
 
b. Im Zuge dessen möge auch geprüft werden, ob eine Zusammenarbeit mit einer Ser-
vicestelle für Entwicklungsinitiativen stattfinden kann. 
 
Auf der Grundlage des Ratsbeschluss „Umsetzung der Millenniums-Erklärung der Stadt Köln 
durch die Verwaltung“ (2317/2008) vom 18.12.2008 und der Resolution des Rats „Resolution 
zur Agenda Nachhaltige Entwicklung in Kommunen“ (AN/1327/2017) vom 28.09.2017 ist die 
Stadt Köln in der entwicklungspolitischen Auslandsarbeit engagiert. Hier arbeitet sie seit vielen 
Jahren eng mit der Servicestelle Kommunen in der Einen Welt zusammen, die im Auftrag des 
Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung Kommunen in ihrer 
entwicklungspolitischen Arbeit unterstützt. Diese Unterstützung besteht in der Vermittlung von 
konkreten Kontakten zu Kommunen in der Türkei und unter Umständen auch Syrien und in 
der Bereitstellung von verschiedenen Förderinstrumenten zum Aufbau von langfristigen Part-
nerschaften und zur Durchführung von gemeinsamen Projekten. 
 
Bei diesen Projekten handelt es sich um Projekte mit einer langfristigen Perspektive. Um dem 
kurz- und mittelfristigen Bedarf im Erdbebengebiet zu entsprechen, ist eine Unterstützung von 
Organisationen der humanitären Hilfe ratsam. Diese leisten zum Teil Hilfen im Übergang zwi-
schen humanitärer Hilfe und Entwicklungszusammenarbeit. 
 
2. Die Verwaltung möge damit einhergehend prüfen, inwiefern bei der Auswahl Orte im 
Erdbebengebiet berücksichtigt werden können, die bisher kaum oder keine Hilfeleis-
tung erhalten haben. Dabei soll auch geprüft werden, inwiefern eine Hilfeleistung für 
eine Stadt/Gemeinde im syrischen Teil des Erdbebengebietes möglich ist. 
 
Die Verwaltung verfügt über keine direkten und persönlichen Kontakte, weder im türkischen 
noch im syrischen Teil des Erdbebengebiets. Diese müssten, im Idealfall mit Unterstützung 
der Kölner Zivilgesellschaft, aufgebaut werden. 
 
Syrien 
Aufgrund der bestehenden Reise- und Sicherheitswarnung des Auswärtigen Amtes begründet 
durch die innenpolitische Lage (Terrorismus, weiterhin vorkommende militärische Auseinan-
dersetzungen, Gefahr von Entführungen von Ausländern) sind Reisen nach Syrien nicht mög-

lich. Die deutsche Botschaft in Damaskus ist vorläufig geschlossen. In Notfällen kann deut-
schen Staatsangehörigen in Syrien keine konsularische Hilfe geleistet werden. Syrische 
Staatsangehörige aus dem Erdbebengebiet könnten auch nur schwer oder gar nicht nach 
Köln reisen und ein Visum beantragen. 
 
Türkei 
Bei Auswahl eines Ortes im Erdbebengebiet der Türkei, der bisher nur kaum oder keine Hilfe-
leistung erhalten hat, besteht das Problem, dass ein solcher Ort schwer zu erreichen wäre 
und somit persönliche Kontakte für die Anbahnung von möglichen Hilfeleistungen schwierig, 
sehr zeitaufwendig und von den Reisekosten teuer sind. 
 
3. Die Verwaltung möge außerdem prüfen, welche zusätzlichen personellen und finanzi-
ellen Ressourcen für die Umsetzung etwaiger Projekte erforderlich sind. 
 
Die Erfahrungen aus der Projektpartnerschaft mit Dnipro/Ukraine haben gezeigt, dass die Ent-
wicklung von Projektideen, Beantragung von Projektmitteln, die Durchführung und finanzielle 
Abwicklung von Projekten nur mit erheblichem personellen Aufwand möglich ist. Dieser Auf-
wand kann mit den derzeitigen Personalressourcen nicht abgedeckt werden, auch da die 
fachliche Expertise zur Koordinierung internationaler Katastrophenhilfe fehlt. Hierzu wäre ein 
Stellenzusatz notwendig, um die im Büro Internationales anfallenden beschriebenen administ-
rativen und städtediplomatischen Aufgaben zu erfüllen. 
 
Hierdurch nicht abgedeckt sind die Beiträge und personellen Unterstützungen von Fachäm-
tern oder städtischen Gesellschaften, da der fachliche Input und Austausch im Zusammen-
hang von Wiederaufbaumaßnahmen nur von diesen geleistet werden könnte. 
 
Grundsätzlich erfordern Projekte, die über Engagement Global geförderte werden in der Regel 
einen Eigeneanteil von 10% der Projektsummen. Dieser Eigenanteil kann entweder durch die 
Partnerkommune aufgebracht werden - was aufgrund der derzeitigen Situation in den betref-
fenden Gebieten eher unwahrscheinlich ist - oder von der Stadt Köln. Übernahme dieser Kos-
ten sind bisher nicht budgetiert. 
 
 
Fazit: 
Durch den Kontakt zur Partnerstadt Istanbul konnte in Erfahrung gebracht werden, dass es 
grundsätzlich möglich ist, Projekte im Erdbebengebiet Hatay zu unterstützen. Hierzu stehen 
seitens der Stadt Köln derzeit keine finanziellen Mittel zur Verfügung. Eine wie in Punkt 2 ge-
wünschte Unterstützung von Gebieten, „die bisher kaum oder keine Hilfeleistung erhalten ha-
ben“, kann aufgrund der Bedingungen der türkischen Regierung über die IMM somit nicht er-
möglicht werden.  
 
Die erneute Unterstützung von erfahrenen Hilfsorganisationen ist aus Sicht der Verwaltung 
der sinnvollste Weg, um humanitäre Hilfe und strukturbildende Übergangshilfe und Nothilfe zu 
unterstützen.

IMM’s Activities and Operations in the 
Earthquake Region 
 
Updated: 29 March 2023 
 
 
Istanbul Metropolitan Municipality (IMM) continues its emergency relief and response efforts 
following the two earthquakes that hit Kahramanmara ş and 9 other provinces last Monday, 
measuring 7.7 and 7.6 on the Richter scale. IMM was appointed by Turkey's Disaster and 
Emergency Management Authority (AFAD) to undertake search and rescue and emergency aid 
operations in the province of Hatay. The earthquakes have claimed 50,096 lives so far.

PERSONNEL 
 
Since the earthquake, IMM has deployed 6,931 employees to the earthquake zone, for various 
functions including coordination, search and rescue, WASH operations, food and supply 
distribution, health and veterinary services, municipal operations, damage assessment, and 
technological support.  
 
Together with 586 volunteers, a total of 7,517 IMM personnel have provided aid in the region. 
 
6,037 personnel returned. 
 
1,093 IMM personnel are still on active duty in the region. 
 
Istanbul’s District Municipalities have 505 active staff in the region. 
 
The total number of personnel from other provincial and district municipalities in Hatay is 
3,633. 
 
A working team, including details such as the I MM Group management team assigned to the 
earthquake zone, relevant local administrations, and political contact points , is appointed and 
published as a list. The list is constantly being updated in terms of structure and names based 
on changing needs.

MACHINERY AND INFRASTRUCTURE 
 
To date, IMM ha s deployed 1,466 construction equipment and service vehicles in the 
earthquake zone. 
 
377 construction equipment and service vehicles of IMM are still operating in the region.  
 
Istanbul District Municipalities have a total of 169 construction equipment and service vehicles 
in the region.  
 
Other provincial and district municipalities that are operating in Hatay have a total of 1,273 
construction equipment and service vehicles. 
 
SEARCH AND RESCUE OPERATIONS 
 
All search and rescue operations are coordinated by AFAD in the region. Following AFAD's 
directions; 
 
28 people from the IMM fire department continue aiding search and rescue operations  in the 
region. 
 
Istanbul District Municipalities have 51 search and rescue personnel on duty in the region. 
 
To date, a total of 1,469 search and rescue personnel, both on duty and volunteers, have 
taken part in the region. 
 
 IMM Fire Department Search and Rescue Group has so far rescued a total of 502 people 
alive from the rubble. 
 
 The ISKI Search and Rescue Group rescued a total of 25 people. 
 
 Search and rescue teams from the IMM affiliate companies rescued 34 people. 
 
The total number of citizens rescued alive by IMM teams is 561. 
 
In addition, 5 people continue to work in the region for damage assessment. 
 
 
SERVICES PROVIDED IN THE REGION 
 
TENTS: A total of 8,717 tents were distributed or set up in the region. 
 
The number of tents set up or distributed by Istanbul's 14 district municipalities is 3,884. 
 
The total number of tents delivered, distributed, or set up by other provincial and district 
municipalities operating in Hatay is 7,478.

CONTAINERS: A total of 96 containers were installed. Following the completion of the 
necessary infrastructure, 28 prefabricated containers with a capacity of 140 people were set up 
in the area opposite Samandağı State Hospital. 
 
Two c ontainer cities  to accommodate  1,550 people will be established in Antakya and 
Samandağ regions of Hatay.  
 
The construction of a 226-unit container city for 1150 people in Antakya will start on March 
14. 
 
The construction of  a 78-unit container city for 400 people in Samandağ will start on March 
21.  
 
Both container cities are expected to be fully set up within 3.5 months.  
 
The total number of containers set up in the region by other provincial and district 
municipalities operating in Hatay is 447. 
 
DRINKING WATER: A total of 120 trucks of Hamidiye Bottled Water were shipped to the 
region. 2.9 million 0.5 liters bottles, 806 thousand 1.5 liters bottles, and  117 thousand 5 liters 
bottles of water were sent.  
 
BREAD: With a total of 51 trucks, 4.6 million 50 gr Mediterranean-type nutritious bread, 505 
thousand nutritious nut & fruit buns, 73 thousand baby biscuits, and 4 thousand gluten -free 
bread were shipped to the region. 
 
SOUP KITCHEN: IETT produces 2 meals a day for 2,250 people and IMM Support Services 
produces 3 meals every day for 13 thousand people in 2 points (Antakya and İskenderun ) and 
distributes at 5 points (Antakya Center, Tent City, Samandağ , İskenderun, and carpenters’ 
area). 
 
Through mobile kiosks, rations such as muffins, tea, water, and fruit juice are distributed to 4 
thousand people between 20:00 and 03:00. 
 
Since February 7, a total of 580.470 people have received food service and 81 thousand 
people have received mobile buffet service. 
 
Istanbul's 14 district municipalities provide meals to 110,500 people in different locat ions in 
Hatay with a total of 23 soup kitchens. 
 
MOBILE TOILET & SHOWER: 223 cabin toilets, 94 mobile showers, 6 washing machines 
and 6 dryers were put into operation in the region. The total number of mobile toilets installed 
by other city and district municipalities in Hatay is 605. 
 
INTERNET: IMM WiFi service with satellite internet is made available in Hatay at 38 fixed 
and 10 mobile access points, field hospital, IMM logistics centers in the region, tent areas, city 
hospital and 9 locations such as military assembly areas, while in Malatya, it is provided in 4

locations such as tent and container areas with 10 fixed access points. In addition, service is 
provided with 12 charging units installed in the IMM Logistics Center Tent Area. 
CITY SECURITY: Security support continues to be pr ovided to IMM Logistics Centers, 
vehicles and service personnel with 51 municipal police personnel and 13 service vehicles. 
 
CITY CLEANING: An 21-person city cleaning team and 28 İSTAÇ (Istanbul Environmental 
Protection and Waste Processing Co.) cleaning vehicles are serving in the region. 
CITY HEALTH: Mobile health services and on -site health services are provided to the 
earthquake victims with 87 health and auxiliary personnel. In the infirmary created within the 
Orhangazi Ferry, healthcare services are provided in 3 polyclinics, 1 pharmacy, dressing room, 
and observation area with 11 patient beds. 
Veterinary Services team, consisting of 25 people, treats animals in the mobile clinic with 
surgical facilities, which is established at Sevgi Park in the center of Hatay. A total of 1,722 
animals were treated so far, and 23 emergency operations were performed. Feeding points were 
created for stray anima ls in the earthquake zone and pet food has been  distributed regularly. 
130 tons of cattle feed was distributed to the producers in Hatay under the coordination of Hatay 
Metropolitan Municipality Rural Services Directorate. 1500 bags of Silage Corn Seed (to be 
planted on 9000 decares)  was delivered to Hatay Metropolitan Municipality Rural Services 
Directorate to be distributed to producers. 
The Directorate of OHS provides service in the region with a team of 17 people and health tools 
(X-ray device, ECG, hemogram, urinalysis). In addition, Mobile Health teams support 
earthquake victims in Samandağ with Mobile X-Ray and Mobile Laboratory tools. 
 
FUNERAL SERVICES: Support is provided for funeral services in the region with 43 
personnel, 2 mobile cleaning stations, funeral transport vehicles and other necessary equipment 
and materials. 
 
CITY INFRASTRUCTURE: İSKİ (Istanbul Water and Sewerage Administration)  assists 
HATSU (Hatay Water and Sewerage Administration) with the ongoing inspection and damage 
assessment of the water and sewerage infrastructure of the region  with a technical team of 73 
people. İSKİ also supplies water to areas of need and villages with water tankers  and supports 
the repair of the electrical infrastructure of well waters. 
 
İGDAŞ (Istanbul Gas Distribution Industry and Trade Inc. Co.) team supported natural gas 
infrastructure, maintenance, repair and gas supply works in Kahramanmaraş, Adıyaman, Hatay 
and Gaziantep. 
 
TRANSPORTATION: İETT (Istanbul Electricity, Tramway and Tunnel Man agement) 
provides support with 3 buses to meet the in and out of the city transportation needs of all 
personnel working in Hatay. 
 
FERRIES: Osmangazi ship took 1200 citizens from Hatay and returned to Istanbul stopping 
at Mersin, Antalya and Çeşme ports.

Orhangazi Humanitarian Aid and Life Center Ferry, where 103 IMM Employees serve d, 
had started to serve on 13.01.2023 and completed its mission by returning to Istanbul on 
26.03.2023. 
 
o Since February 13, IMM hosted 5,080 earthquake victims on the ferry for accommodation, 
rest, polyclinic and other services. 3,408 of guests stayed, and 464 left the ship (as they 
wanted to stand by the wreckage). 
 
o Orhangazi ferry served citizens with a passenger capacity of 600 people and with a total of 
103 IMM employees from the IMM Directorate of Health, Directorate of Public Relations, 
Directorate of Social Services, Directorate of Women and Family Affairs, as well as from 
the affiliate companies such as Beltur Co. (Istanbul Tourism and Health Investments 
Management Co.), Boğaziçi Yönetim (Boğaziçi Management Consultancy Co.), İstgüven 
(Istanbul Security Co.) and İstanbul Şehir Hatları Co.(Istanbul Ferry Services Co.).  The 
process was planned and carried out under the coordination of İstanbul Şehir Hatları and 
through the management of Boğaziçi Yönetim Co.. 
 
o The Ferry had a capacity of 78 tons of food storage and a mobile kitchen with the capacity 
to cook approximately 1000 meals at a time as well as a WC with 34 cabins, a shower area 
with 14 cabins, laundry room, cleaning and maintenance services, 3 polyclinic medical 
examination rooms, an infirmary with 11 bed capacity, 1 pharmacy, healthcare facilities 
and psychological counseling services. It additionally had a playground and an activity area 
with the capacity of 50 kids under the guidance of 3 teachers and a therapist, a nursery, 
library, an area for social activities and a sleeping/resting area with a capacity of 60 people. 
11 security guards provide the security of the ferry. 
 
o Additionally, the health team on board integrate d with the other point s across the region 
and provided support for these places when needed. Also, Beltur Co. had established three 
mobile stations in the region to distribute warm food, beverage and sandwiches  and 
provided logistic support from the ferry. 
 
 
SOCIAL AID (29.03.2023) 
 
 644 aid vehicles and 95 containers were sent from Istanbul logistics center to the 
earthquake zone, 603 of which were humanitarian aid vehicles. 
o Out of 603 humanitarian aid vehicles, 523 vehicles were sent to Hatay, 2 5 
vehicles were sent to Adıyaman, 14 vehicles were sent to Gaziantep, 11 vehicles 
were sent to Malatya, 2 vehicles were sent to Adana, 2 vehicles were sent to 
Şanlıurfa, 1 vehicle was sent to Diyarbakır and 1 vehicle was sent to Elazığ. 
 The number of the trucks sent by the District Municipalities of Istanbul to Hatay is 628. 
 
 The total number of aid trucks sent by other cities and their district municipalities  to 
Hatay is 1,976. 
 
 Adıyaman: 
 
A total of 25 aid vehicles were sent to 7 different districts of Adıyaman.

The distribution of all the materials in these 25 aid vehicles has been completed. 
In these 25 aid vehicles, there were 14 generators, 31,790 pieces of hygiene products, 
88 tents, 11,460 blankets (blankets, bed rugs, sleeping bags, etc.), 9,019 boxes of food, 
6,750 boxes of bottled water, and 1,813 stoves. 
 
 Gaziantep: 
A total of 14 aid vehicles were sent to 4 different districts of Gaziantep. 
The distribution of all materials in these 14 aid vehicles has been completed. 
These aid vehicles had 2 generators, 66,405 pieces of hygiene products, 5,565 blankets 
(blankets, bed rugs, sleeping bags, etc.), 195 boxes health supplies, 407 stoves, heaters, 
1,828 boxes of food, 4,564 boxes of bottled water. 
● Kahramanmaraş: 
 
A total of 20 aid vehicles were sent to 8 different districts of Kahramanmaraş. 
The distribution of all the materials in the 19 out of 20 aid vehicles has been completed. 
In these 20 aid vehicles, there were 37 generators, 18.130 pieces of hygiene products, 
5,530 blankets (blankets, bed rugs, sleeping bags, etc.), 1 ,102 stoves, heaters, 39 tents, 
5,988 boxes of food, and 3,658 boxes of bottled water. 
 
● Malatya: 
 
A total of 11 aid vehicles were sent to 7 different districts of Malatya. 
The distribution of all the materials in these 11 aid vehicles has been completed. 
In these 11 aid vehicles, there were 1 generator, 14.625 pieces of hygiene products, 
4,100 blankets (blankets, bed rugs, sleeping bags, etc.), 359 stoves, heaters, 5 tent s, 
3,888 boxes of food, 696 boxes of bottled water. 
 
● Şanlıurfa 
 
2 aid vehicles were sent to Şanlıurfa. 
The distribution of all the materials in these 2 aid vehicles has been completed. 
In these 2 aid vehicles, there were 2 generators, 9 ,585 pieces of hygiene products, 340 
blankets (blankets, bed rugs, sleeping bags, etc.), 152 stoves, heaters, 2 ,200 boxes of 
food. 
 
● Adana 
2 aid vehicles were sent to Adana. 
The distribution of all the materials in these 2 aid vehicles has been completed. 
These 2 aid vehicles had 9,390 pieces of hygiene products, 1 ,030 blankets (blankets, 
bed rugs, sleeping bags, etc.), 1,284 boxes of food. 
 
● Elazığ 
The distribution of all the materials in the 1 aid vehicle sent to Elazığ has been 
completed. 
In this aid vehicle, there were 5,195 pieces of hygiene products, 285 blankets (blankets, 
bed rugs, sleeping bags, etc.), 61 stoves, heaters, 18 boxes of food.

 Diyarbakır 
 
The distribution of all the materials in the 1 aid vehicle sent to Diyarbakır has been 
completed. 
In this aid vehicle, there were 1960 pieces of hygiene products, 105 blankets (blankets, 
bed rugs, sleeping bags, etc.), and 576 boxes of food. 
 
 
OTHER SUPPORT ACTIVITIES 
 
 Hatay region has been split into three areas. These areas work as sub regions. 
 
Our teams are in contact with 13 different points and 55 local actors. 
 
Samandağ (Yayladağı, Samadağ) 
Antakya (Arsuz, Belen, Dörtyol, Erzin, İskenderun, Payaz) 
İskenderun (Altınözü, Defne, Hassa, Kırıkhan, Kumlu, Reyhanlı, Antakya) 
 
 In Hatay, since 11.02.2023, 53 of our personnel have checked and treated 29,594 
earthquake victims. 
 
 Through the planning done in IMM Samandağ Disaster Coordination Center and with 
the 11 personnel employed by the Social Services Directorate, 1.321 aid packages were 
provided to the families after identifying their needs and our children activity center 
provided benefits to 75 children. 
 
 For the 23,001 victims of earthquake who moved to Istanbul and reached out through 
153 hotline, pre-interviews have been executed, 60 social inspection teams have visited 
15,586 households for needs assessment . 16,354 boxes of cloth, food and hygiene 
products were delivered to citizens in need, 123 households received monetary support, 
77 households received furniture aid, 2,341 people were directed to Psychological 
Support Centers and 725 people were directed to the Regional Employment Center. 
 
 As of the night of 15.02.2023, social inspection personnel along with psychologists 
visited a total of 330 earthquake victims in 232 hospitals who have come to İstanbul and 
are currently receiving treatments in hospitals, and provided aid such as food and clothes 
according to their needs. 
 
 
An central online needs assessment and request system was established and has been used to 
prioritize and organize the aid delivery.  
 
593 mukhtars were contacted and a needs list was prepared. The addresses from which our 
citizens in Hatay requested help was gathered. The locations sent by our local actor in Hatay 
were also gathered.

 11,109,685 different products (blankets, sleeping bags, heaters, hygiene products, 
diapers, babywear, childrenswear, socks, food, clothing, towels, mattresses, batteries, 
electronics, napkins, toys, pillows, etc.) were collected as donations. 3 2,090 people 
donated. 
 Out of 572,976 boxes (blankets, sleeping bags, heaters, electronics, flashlights, lambs, 
hygiene products, infant products, clothing, thermal clothing, mattresses, water, etc.) 
 492,516 boxes were sent to Hatay, 
 80,460 boxes were sent to other cities. 
10 thousand packages of hygiene products were sent to Hatay to be distributed on 8 March as 
a part of women’s day. 
 
26.739 people volunteered in logistics centers to this day. 
 
Through the 153 Solution Center and other social media accounts, 122,932 requests for aid 
were made. (Clothing aid, volunteer support, monetary support, food aid, denunciation, 
earthquake preparations, building inspection) 
 
EMPLOYEE SUPPORT LINE  
 
 IMM has established an “Employee Support Line” for its employees whose relatives 
were affected by the earthquake. Within this framework, 2,905 requests were made by 
843 employees for 1,313 of their relatives, 1,464 of these requests were met and the 
others are ongoing. 
 Visits for 1356 people were planned and 1,289 visits were done. 
 
MISCELLANEOUS 
 
 The Kadıköy-Sabiha Gökçen Metro line has been switched to 24 -hour operation, t o 
improve the mobility of aid personnel who want to reach the region via Sabiha Gökçen 
Airport. 
 Additional requests from AFAD will be evaluated immediately and cooperation will 
continue. 
 Cooperation opportunities with NGOs continue to be evaluated in line with the needs 
of the region. In-kind donations continue to be collected as part of IMM’s aid campaign. 
 In Hatay, Antakya Bo şin neighborhood, a tomato paste factory that has stopped 
production due to the earthquake restarted production after IMM supported 20 tents and 
provided a safe environment for the employees to stay with their families.  
 The 12 most affected villages and neighborhoods in Hatay were identified and 
infrastructure, elect ricity, sewage and water lines were renewed. WC and shower 
support is being provided in each neighborhood, and hygiene packs are being 
distributed. Washing machines are also provided.  
 IMM classrooms are established and teachers started training children f or high school 
and university exams.
